We’re looking for a Civil Construction Engineer and an Environmental Engineer who’s passionate about making a difference.

Join a passionate, purpose-driven team that’s tackling some of the region’s most important environmental challenges—flood protection, erosion control, and sustainable catchment management. There are two full-time permanent positions available, please indicate on your application which role you would like to be considered for.

Te āhuatunga a te tūranga | About the role

As a Civil Construction Engineer or Environmental Engineer at Bay of Plenty Regional Council, you will be part of a committed and experienced team of professionals working on key engineering challenges, delivering our crucial community outcomes: a healthy environment, future ready communities, and sustainable development. 

Responsibilities include:

Civil Construction Engineer – Whakatāne Based:

  • Lead or support the delivery of critical infrastructure projects.
  • Plan, design, and manage civil construction projects like stopbank upgrades, pump schemes, and culvert renewals.
  • Prepare construction drawings and specifications.
  • Plan, tender, implement, and supervise Construction Contracts.
  • Collaborate with iwi, hapū, landowners, and stakeholders to deliver sustainable solutions.
  • Apply your expertise in river and floodplain management to reduce flood risk.
  • Contribute to flood forecasting and flood response efforts.

Environmental Engineer – Tauranga Based:

  • Provide expert advice on flood and erosion risk management.
  • Support regional planning, policy development, and regulatory processes.
  • Deliver hydrologic and hydraulic investigations and design.
  • Lead or support specialist engineering projects.
  • Prepare engineering reports, contracts, and oversee project delivery.
  • Collaborate with iwi, hapū, landowners, and stakeholders to deliver sustainable solutions.
  • Contribute to flood forecasting and flood response efforts.

Ō pūmanawa | Your skills and experience

We’re after someone who’s not just technically skilled, but passionate about the environment and building safer, more resilient communities.

You’ll ideally bring:

Civil Construction Engineer

  • A recognised tertiary qualification in Civil Engineering (or equivalent engineering discipline).
  • 5+ years of hands-on experience managing civil construction projects—think earthworks, stopbank builds, culvert installations, riprap, subsoil drainage, and concrete structures.
  • Project Management and Construction Management qualifications desirable.
  • A good grasp of NZ environmental regulations and a solid understanding of how to manage rivers, canals, floodplains, pump schemes, lakes, and coastal systems to reduce flood risk.
  • Experience supervising contractors and consultants.
  • Skills in AutoCAD, 12d Model, or similar design software—or a strong willingness to learn.

Environmental Engineer

  • A degree in Civil Engineering, Environmental Engineering (or equivalent engineering discipline)
  • 3+ years’ experience in hydrology, hydraulic studies, and flood risk management.
  • Local authority experience and understanding desirable.
  • A good grasp of NZ environmental regulations and a solid understanding of how to manage rivers, floodplains, lakes, and coastal systems.
  • A collaborative mindset and a passion for sustainable outcomes.
  • Strong technical and computing skills (MS Office, ArcGIS).
