Emergency Management Bay of Plenty is seeking a leader with significant experience in strategic planning, management and coordination of CDEM services, for the Bay of Plenty CDEM Group, ensuring the effective delivery of the Group Plan, and the realisation of the Group’s vision, “A safe, strong Bay of Plenty, together. Toi Moana, Kia Haumaru, Kia Kaha, Mā Tātau Katoa.”


Te āhuatunga a te tūranga | About the role

This is a senior leadership role and as the Regional Manager, Emergency Management Bay of Plenty (EMBOP) you will be responsible for:

  • Leading and inspiring a professional and supportive team of emergency management specialists.
  • Implementing appropriate strategies, systems, procedures and tools to improve the delivery of emergency management services, across the 4 R’s – reduction, response, readiness and recovery.
  • Establishing and maintaining strong, trusting relationships in a multi-agency setting that will effectively deliver coordinated response activated during emergency events.
  • Providing strategic advice, guidance and support to the wider Emergency Management Bay of Plenty team, members of the CDEM Group, CEG, Joint Committee and other key stakeholders. 

The Regional Manager may also fulfil the role of Group Controller or Alternate Controller depending on the successful candidate. 

Ō pūmanawa | Your skills and experience

Your leadership will be critical in enabling the EMBOP team to support our communities before, during and after emergencies. To be successful in this role you will have: 

  • A track record of leading successful response and recovery activities through highly performing teams in a positive, decisive way.
  • Significant emergency management experience including leadership in response environments.
  • Well-developed knowledge of emergency management principles and practises.
  • Demonstrable experience in emergency management response/recovery or in a relatable high pressure, high complexity environment. 
  • Demonstrable critical thinking, strategic planning, risk management and emergency management experience.  
  • A high level of judgement with the ability to make effective decisions in complex situations combined with the discretion and tact to handle confidential and private information. 
  • Demonstrated experience in leading teams, in a positive and collaborative way, as well as experience in creating and maintaining extensive networks across a broad range of stakeholders.  
  • An excellent knowledge of the Civil Defence Emergency Management (CDEM) Act 2002, National Disaster Resilience Strategy and the National CDEM Plan Order 2015
  • A collaborative and influential style, with the ability to engage senior leaders and external partners. 
  • A sound understanding of Local Government and the Emergency Management sector including how to support strategic alignment across diverse portfolios with competing interests.

Emergency Management Bay of Plenty (EMBOP) is a semi-autonomous organisation, of which Bay of Plenty Regional Council (BOPRC) is the administering authority, that provides leadership and coordination of the Civil Defence Emergency Management effort of the seven Local Authorities of the Bay of Plenty CDEM Group. EMBOP is tasked with leading, coordinating, monitoring and reporting on the delivery of CDEM services and aims to strengthen organisational and community resilience through a collaborative partnership approach.

The EMBOP team come from backgrounds as diverse as engineering, community engagement, military, journalism and police. Many of us weren’t born and bred in the Bay of Plenty, but we are all committed to Te Moana-a-Toi: kia haumaru, kia kaha, ma tātau katoa: A safe, strong Bay of Plenty, together.
